Hours of Operation

Take I-94 to exit 98, towards downtown Battle Creek; proceed north on M-66 (otherwise known as Business Loop 194). Turn left at the second stop light (Michigan Ave.) and head west to the second stoplight (McCamly). Parking is available along Michigan Avenue or in the attached parking ramp. We are located on the first floor of the Battle Creek Tower on the northwest corner of McCamly Street and Michigan Avenue in downtown Battle Creek.

During normal business hours, enter the building through the main entrance and turn left to proceed down the hallway past the elevators; AccessVision is on the right. Note that the entrances to the building are locked after 5 p.m. and on weekends. Please use the entrance adorned with the large AV graphics (located in the Ampco parking breezeway) and push the intercom button to be buzzed in.


  • Acceptable stream types:
    • MPEG-1 System Stream or MPEG-2 Program Stream (consisting of a single elementary video stream with an optional single elementary audio stream)
      NOTE:  Transport stream is not possible.
    • Elementary video stream
  • Three video resolutions (pixels) are allowed.  Other resolutions are not supported.
    • 352 x 240 (Horizontal x Vertical)
    • 352 x 480
    • 720 x 480
  • Picture rate must be 29.97 pictures per second.
  • A maximum bit rate of 10 Mb/s is allowed.  Higher rates are not supported.
  • National TV Standards Committee (NTSC) with 4:3 aspect ratio required.
  • 4:2:0 sampling format required.  (Main profile at Main or Low level, 10 Mb/s max)
  • IBBP group of pictures (GOP) structure recommended for best quality (30 frame maximum GOP size).
  • Encode header information in stream every few seconds to aid in error recovery.
  • Audio, if present, must be encoded into the MPEG file using Audio layer II.
  • Audio may be encoded at a 32, 44.1, or 48KHz sampling frequency.  LEIGHTRONIX recommends an audio sampling rate of 44.1 KHz for optimal performance.
  • MPEG filenames may contain up to 27 characters (no spaces) in addition to the required ".mpg" extension.

AccessVision provides the training and facilities for the public to use. So, if you have an event you'd like to see on AccessVision, you should enroll in the Training Workshops to learn to use the equipment and produce your own video. The use of the facilities and the equipment is free. However, AccessVision also provides a cost-effective video production service to non-profit organizations. The fee to nonprofits is $75.00 an hour for an AccessVision (professional) staff person to shoot and edit any video production that was intended to air on AccessVision channels.   The following are guidelines for productions:

  1. Production will be done for nonprofits "only".
  2. The intent of the production should be to air it on AccessVision.  Productions will be prioritized based on this intent.  AccessVision reserves the right to deny or cancel a production based on available staff and/or complexity of the production; or conflicting with the spirit of AccessVision’s mission.
  3. An AccessVision staff person will do the work (not a volunteer).
  4. The productions cost $75.00 per hour (from the time we leave/return to AccessVision).
  5. When a staff person is not available, AccessVision may provide a ‘freelance’ production person at a cost of $35 per hour.  This person would be coordinated by AccessVision staff.
  6. There will be a charge for media supplies pertaining to any production.
  7. AccessVision will provide the technical expertise "only".
  8. The nonprofit must supply the written script and talent.
  9. The amount of productions for nonprofits cannot exceed 20% of the annual budget.
  10. Facility usage cannot exceed 20% of total available volunteer hours.
  11. Half-hour studio productions will cost $200, with a staff director and seasoned volunteers running camera and audio. The client is responsible for providing video graphics and additional media to AccessVision one week prior to production; provide a host and guests.
  12. One-hour studio productions will cost $250, with a staff director and seasoned volunteers operating camera and audio.  The client is responsible for providing video graphics and additional media to AccessVision one week prior to production; provide a host and guests.
  13. A single, finished copy of the production will be supplied to the client at no cost.  Additional copies can be provided for an additional cost.

Once you have been trained on the equipment, you need to bring your idea for a program to the Executive Director. All producers are required to meet with the Executive Director prior to producing any regular scheduled program. At this meeting, your program idea is discussed and producers are asked to fill out a Producer Commitment form.

Now its time to assemble all the pieces. Who will the crew be? When are the guests available? Sign up for studio time. Will any props be needed? Is a pre-production meeting with guests and crew needed? Finish graphics before the production. Create press releases and promos to promote your show.Note that you do not necessarily need to use AccessVision's facilities to produce your show. You may also air a finished program as long as it meets AccessVision's technical requirements.

Any program that is noncommercial with content protected under the 1st Amendment can be shown on AccessVision. Some exceptions include commercial advertising, pornography, libel, defamation of groups or individuals, copyright infringement and others. Please refer to AccessVisions Rules and Procedures for a complete listing of the limitations.

AccessVision is your community television station. What goes on is up to you. The AccessVision staff is here to help you utilize the facility, not to make programming decisions.

Advance registration for workshops is required, at least 1 business day before the class begins. To register, please stop by our offices at 70 West Michigan Avenue, suite 112 and sign up; payment is due at registration. All classes are $20 per person for each topic, except where noted.If you are new to AccessVision, please arrive 15 minutes before the start of the first class so that your contact information can be entered into our membership database. You will also need to provide photo identification that includes your current mailing address in order to check out equipment.
